The Downtown Hamilton Secondary Plan in concert with the Transportation Master Plan provide a template to help guide development within the area bounded by Queen, Cannon, Wellington and Hunter streets. The 10-year Capital Budget Plan establishes priorities in relation to infrastructure and public space improvements within the Downtown core. In addition, the first phase of the new Hamilton Zoning By-law created new zones for Downtown hamilton.

Several landscape projects undertaken in the Downtowns and Business Improvements areas include new parkettes and gateway features. Other initiatives prepared by the City’s Urban Design group include the Downtown Heritage Character Zone Design Guidelines, Binbrook Village Community Core Urban Design Guidelines, the Downtown Mobility Streets Master Plan, and York Boulevard streetscape master plans.

Hess Village Community Liaison Committee (CLC)

The Hess Village CLC was established to provide stakeholders with an ongoing role in monitoring the implementation and effectiveness of the strategy for addressing issues relative to Hess Village, as outlined in the Hess Village Review. The CLC is guided by a Terms of Reference, and is composed of the following stakeholders:

  • Citizen representatives from the four surrounding neighbourhood associations (Central, Durand, Kirkendall and Strathcona);
  • Hess Village bar owner/operator representatives;
  • Hess Village property owner representatives;
  • Ward 1 Councillor Brian McHattie and Ward 2 Councillor Bob Bratina; and
  • a Hamilton Police Services representative.

Downtown and Community Renewal Division staff provides primary support and co-ordination, with professional facilitation services provided by Mr. Dave Hardy of Hardy Stevenson and Associates Limited.

Background Reports and Terms of Reference

  1. City Council at its meeting held February 11, 2009 directed staff to report back on various matters related to Hess Village, including: regulation of hours; regulation of capacity; policing strategy; by-law defining the review of the Hess Village Entertainment District with recommendations; review of a possible interim-control by-law; and, review of the potential of licensing/regulating bouncers. The Hess Village Review was a work of a multi-disciplinary team of City staff and Hamilton Police Services dedicated to addressing those matters:

  2. Council’s approval of the Hess Village Review on May 27, 2009 endorsed the principle of a Hess Village Community Liaison Committee and directed staff to report back on an implementation strategy, associated cost, required manpower, timing and area of responsibility for the CLC. A subsequent report outlined the process to establish the CLC in accordance with a draft Terms of Reference:
